What is the European Care Licence (ECL)?
The ECL is being developed as a basic entry certificate in the care sector that we hope will become recognised and accepted across Europe. It is a pilot project running until September 2008 funded through the Leonardo Da Vinci funding stream of the European Commission.
The ECL will provide employers eith evidence that the holder ofthe licence understands the basic knowledge of working safely in the care sector. It will cover the knowledge for workers starting out in the care sector and could be delivered through work-based training, a single short course or as part of a larger and/or longer course.
Why is the ECL needed?
In many European Countries there are shortages of care staff. This is leading to an icrease of foreign workers in the sector. There are also a significant number of unqualified workkers who are currently working across Europe but, contgrary to many other proressions, there is no common European understanding about the entry level needs of workers. The ECL project is an opportunity to benchmark basic knowledge outcomes for the care sector the benefit for those who use care services.
The ECL aims to ...
- address gaps in the fast growing care sector and promote workers' mobility across Europe;
- establish a comparable base for entry level care staff across Europe and
- provide an accessible and transferable certificate for workers and employers.
Our target groups
There are a number of reasons you may wish to be involved in the development of this project. If you are ...
- a college, school or other training provider and you are interested in making your social care courses ECL compliant;
- an employer who would like to understand how you could use the ECL when recruiting new staff;
- a person responsible for training staff in an organisation who would like to ensure that what they cover is compliant with the essential outcomes agreed in the ECL;
- a regulator or inspector who will need to know more about the certificate;
- a person who would like to get an ECL certificate in order to use it to find work inthe care sector in their own or in another country;
... then the ECL can help you.

Final Conference
