The Welsh Assembly Government: Consultation on community living
The Welsh Assembly Government is consulting on the revised guidance Community Living: Support and Accommodation for Adults with a Learning Disability. This guidance is designed to replace Welsh Office Circular 1/91 “Support and Accommodation for People with a Mental Handicap”. It provides guidance to authorities in Wales in their roles as care planners, care providers and commissioners of community living arrangements and housing related support for adults with a learning disability. In this context, authorities include local authority social services and, as appropriate, National Health Service organisations.The Circular also provides guidance to the Care and Social Services Inspectorate Wales and needs to be taken into account when considering new registrations or variations to existing registrations in undertaking their role as the registration authority and regulator for care homes for younger adults in Wales under the care homes regulations and the associated National Minimum Standards for Care Homes for Younger Adults made under the Care Standards Act 2000.

National Assembly for Wales: Proposed Social Care Charges (Wales) Measure
This consultation seeks views on the proposed social care charges measure. A measure is a piece of law made by the National Assembly for Wales and it is similar to an Act of Parliament. The proposed charges hope to decrease the ‘postcode lottery’ and aim:- to provide for the introduction of a new regime for charging which will ensure that local authorities across Wales adopt a more consistent approach to charging service users for non-residential social care services;
- to establish a new legislative framework which will allow for detailed provisions to be set out by Welsh Ministers in regulations and statutory guidance to be made under the Measure, covering the types of services and client groups which are excluded from charging, standard or maximum charges, and the financial assessment process (means testing);
- to introduce a clear and consistent approach in relation to the information users receive from local authorities about their charges and the way in which request to review will be handled.
